Hezi Kugler, CEO and Director

Hezi Kugler is the former Director General of Israel’s Ministry of National Infrastructures, Energy & Water, and is President of his wholly-owned company Kugler Development & Investments Ltd., based in Tel Aviv.

Since leaving government service, Mr. Kugler has or is currently serving as CEO of Kesem Energy Ltd. which has been designated by the Israeli Government to establish a 780 MW CCGT in the center of the country, 60 MW solar power (PV) projects in the Negev desert initiated by him in partnership with a major international investment fund, as well as several additional PV projects interconnected with the national grid in Israel; and as CEO of an O&G exploration company in Israel as well as an offshore venture in the Gulf of Guinea in West Africa; and served as Chairman of a desalination technology company based in Israel.

Hezi Kugler has extensive experience in the energy and water sectors. Prior to his position as Director General of Israel’s Ministry of National Infrastructures, Energy & Water from 2006 – 2009, he was a leading project finance lawyer on major projects in the energy and water sectors in Israel. During his tenure as Director General, Mr. Kugler was responsible for overseeing Israel’s power sector and oil and gas exploration and development on behalf of the government. Mr. Kugler designated the initial infrastructure for facilitating delivery of natural gas from the “Tamar” field to the Israeli system; he led Israel’s negotiations with BG on development of the Gaza Marine natural gas reservoir offshore from Israel / the Palestinian Authority; he initiated Israel’s first LNG project and served as co-chairman of the government tender committee; he supervised closely development and expansion of Israel’s natural gas transmission system and electricity generation network; led enactment by the government of the major overhaul and expansion of desalination in Israel; and was instrumental in opening up the local electricity market to competition and expanding supply of power by Independent Power Producers. Mr. Kugler is also the architect of Israel’s policies for renewable energies, which have led to creation of a new clean energy industry in Israel.

Mr. Kugler serves as lecturer in the University of Haifa School of Natural Resources and the Environment, in the Energy Policy and Management MA program, where he lectures on Israeli Energy Policy. He serves in a voluntary capacity as a board member of not-for-profit institutions in Israel, and is a frequent guest and commentator in professional conferences and the media on subjects within his expertise.
Norman J. Singer, acting CEO & Chairman of the Board
- 40 years experience as a successful entrepreneur, attorney and senior business executive in oil and gas, and other industries.
- Combined law degree from London School of Economics, Colgate University and Colombia University School of Law, and a Master’s Degree in International Economics, Fletcher School of Law and Diplomacy.
- Served as International, and then General Counsel and Director of Oceanic Exploration Company, where he negotiated almost thirty international oil and gas exploration licenses, arranged over $250 MM in bank and supplier finance an eastern Med oil field development, and led the company’s NASDAQ public listing.
- He also served as CEO of Oceanic Exploration Israel which drilled four exploration wells in Israel. After almost ten years at Oceanic, he was recruited by Pexco, the natural resources division of the Usaha Tegas Group (Malaysia), a multi-billion dollar conglomerate, to be Chairman of Pexco U.S. As Chairman, he established two E & P companies in Texas and Oklahoma, raised $130 MM from equity investors for drilling and development, and then merged the combined entity with a larger pipeline and gas marketing company.
- In addition to other non-E&P ventures, Singer is a founding partner of Israel Technology Partners, a private limited partnership which raised more than $15 MM from individual American investors and Israeli corporate partners for investments in 11 Israeli high-tech and bio medical companies.
- He currently is an Executive Vice President of Sage Canyon Advisors (http://sagecanyonllc.com/), serves as a legal advisor to International Development Enterprises (NGO with offices in 14 countries)
